Terry Choate, Jr.

Terry has all of the training and experience that is normally associated with the expertise and ability to consult on acts-of-violence and safety and security. He was a law enforcement officer and SWAT Team Commander for 15 years and has all of the associated training and experiences that come with this profession.

He was also a Homeland Protection Professional; has high levels of executive protection education and training; stalking and dangerous human behavior; recognizing signs of violence and de-escalation; tactics; FBI Crisis Negotiator School; and on-and-on.

Of equal importance, he also has a 20-year executive -level corporate career behind him that he voluntarily ended prior to becoming a law enforcement professional. As a result, he has extensive experience in business, sales and marketing, high-end customer service that sets companies apart from their competitors. Why is this critical? Because keeping organizations secure is impacted by far more than just technology, training people, and tactics and physically keeping people safe. It's as much about reputation, impact on policy and procedure, exposure to liability, insurance and more.
Lindsey B. Courtney
Office of Professional Licensure & Certification
Lindsey is currently the executive director of the New Hampshire Office of Professional Licensure and Certification, the state agency responsible for administering occupational licensing boards in New Hampshire and, until recently, the Prescription Drug Monitoring Program. Lindsey attended Northeastern University and thereafter New England School of Law. She clerked for the New Hampshire Superior Court and practiced medical malpractice and personal injury law at Abramson, Brown & Dugan, before joining the Department of Justice as litigation counsel to the Department of Health and Human Services. Lindsey has served on the Board of Directors of the New Hampshire Women’s Bar Association since 2014 and is presently the NHWBA President. She is co-founder of the NHWBA’s award-winning Women to Women Project, designed to unite women attorneys with female inmates at the New Hampshire State Prison for Women for the purpose of providing general legal information in family law. Lindsey has been an active member of several associations, including most recently as regional representative to the American Association of Health and Human Services Attorneys.
Jessica Kallipolites
Office of Professional Licensure & Certification
Jessica F. Kallipolites is currently the Enforcement Division Director for the NH Office of Professional Licensure and Certification. The Division is responsible for investigating complaints received for the occupational licensing boards administered by OPLC. The Division prosecutes any complaints which ultimately result in adjudication before the boards and performs inspections for certain professions.
Jessica obtained her Bachelor's degree in Biology and Master’s degree in Biomolecular Sciences from Central Connecticut State University and her Juris Doctor from Roger Williams University School of Law. Prior to moving to New Hampshire, she worked for the Connecticut Judicial Branch for fifteen years, most recently as the Director for the Bar Examining Committee where she was responsible for administering the bar examination and overseeing attorney admission.
Marguerite McLaughlin

Margie is Senior Program Administrator who provides coaching and hands-on assistance to healthcare organizations in their effort to improve quality and develop a strong, nimble and skilled workforce. Her approach combines quality improvement with person centered care based on the HATCh Model.
Marguerite is an enthusiastic educator and consultant who pursues her passion for improving the lives of residents living in long term care centers by teaching, problem-solving and developing educational resources, tools and products for staff. Ms. McLaughlin works both locally and nationally to accelerate change in healthcare. Her years of experience include Senior Director of Quality Improvement at the American Health Care Association, Sr. Program Administrator for Healthcentric Advisors-the New England QIO, Saint Elizabeth Home, and the Alzheimer’s Association. These experiences have provided her with unique insights and “boots on the ground” experience in helping organizations improve their care and service to their residents. Areas of special expertise include workforce development, dementia care, culture change and quality improvement.
Michael Porter, Esq.
Office of Professional Licensure & Certification
Michael Porter, Esq. began his career with the Office of Professional Licensure and Certification (OPLC) in 2018 as the Real Estate Investigator/Prosecutor assigned to the Real Estate Commission. In 2019, Michael was promoted as one of the two rules’ attorneys within the OPLC. In August 2020, Michael became the current Administrator III/Investigations Bureau Chief for the OPLC-Division of Enforcement (since August 2020) responsible for the implementation of policies and procedures of the division, oversight of all investigations involving 54 professional licensing boards and direct supervision of 10 employees and 5 contract investigators. Michael attended Franklin Pierce University and earned a Bachelor of Arts in Criminal Justice (Suma Cum Laude). Michael is a 2013 graduate of the Massachusetts School of Law and is admitted to practice in both New Hampshire and Massachusetts. Prior to joining OPLC in 2018 as the Real Estate Investigator/Prosecutor, Michael worked 25 years as an investigator with the NH Public Defender.
Michael has been the guest and keynote speaker before a number of professional associations including the NH Bar Association, NH Realtor’s Association, Colby-Sawyer College (Nursing Program), and other various professional associations.
Molly Rossignol, DO
NH Professionals Health Project (NHPHP)
Molly Rossignol, DO graduated from the University of New England College of Osteopathic Medicine in 1996. Her family medicine residency was at Central Maine Medical Center in Lewiston. She practiced family medicine in New Hampshire for 15 years before completing an Addiction Medicine fellowship at the University of Wisconsin- Madison. She has practiced addiction medicine in New Hampshire since her return to the state in 2015.
She has been the Medical Director of the NH Professionals Health Program since February 2021. Molly has been on the Governor’s Healthcare Task Force for Substance Use Prevention, Treatment and Recovery since 2008. Dr. Rossignol was appointed to the Therapeutic Cannabis Medical Oversight Board in 2019 and she is on the NH Lawyer’s Assistance Board. Dr. Rossignol is on the New Hampshire Medical Society Council, is the president of the Northern New England Society of Addiction Medicine and is the past president of the NH Academy of Family Physicians.
Thomas Worboys
NH Office of the Attorney General
Tom Worboys is a Senior Assistant Attorney General in the New Hampshire Department of Justice. He is presently assigned as the Director of the Medicaid Fraud Control Unit, where he manages a staff of attorneys, law enforcement officers, and financial analysts in civil and criminal investigations and prosecutions of matters involving provider fraud and patient abuse. Prior to his current position, Tom spent fifteen years as a civil litigator in Boston area law firms where he focused his practice on professional liability claims against health care professionals and facilities.
