
Workforce Insights: Data & Discussion
All long-term care providers are grappling with the questions of what will attract new employees and what increases employee retention. This panel of presenters will present both personal insights and fact-based data to help attendees understand the motivations of long-term care employees that they can use in making workforce decisions within their organization. Panel presentations include:
* Data from the Vermont Health Care Association (VHCA) and Vermont Business Roundtable Research and Education Foundation (VBR Foundation) statewide study to better understand what drives LNA recruitment, satisfaction, and retention.
* Data from NH Needs Caregivers & Healthcare Heroes in the Making Programs
* What motivates caregivers to choose LTC?
* What values do caregivers have in common that draw them to LTC?
* How do we need to adjust our businesses to attract and retain the newer generation(s) of caregivers?

Lynn Carpenter, Ph. D. - Navlynn Resources; Siobhan Farwell, RN - Rockingham County Nursing Home; Helen Labun - Vermont Health Care Association
Lynn Carpenter is a dedicated and compassionate healthcare leader with over 35 years of experience in the healthcare industry. She is the principal/ owner of Navlyn Resources, LLC, and an adjunct faculty member in the Department of Health Management and Policy at the University of New Hampshire. Lynn has been a licensed nursing home administrator since 2002 and practiced for 18 years in skilled nursing and long-term care settings. She is a member of the New Hampshire Board of Nursing Home Administrators and served as chair from 2022-2024. Lynn received her Associate of Science in Dental Hygiene from New Hampshire Technical Institute; Bachelor of Arts in Human Services from Franklin Pierce College; Master of Health Administration from the University of New Hampshire and Doctor of Health Administration from the Medical University of South Carolina.
Siobhan Farwell holds a Bachelor’s degree in Nursing from Southern New Hampshire University, where she earned the Distinguished Scholar Award for achieving the highest GPA in her program globally. She is also Certified in Infection Control (CIC) and has a Green Belt in Lean Six Sigma, underscoring her commitment to continuous improvement in healthcare. Her career began in psychiatric nursing before transitioning to Long Term Care, where she served in a variety of roles such as Nurse Educator, Infection Control Nurse, Director of Nursing, and Regional Clinical Resource Nurse. In acute care, Siobhan made significant contributions to quality performance, patient safety, and infection prevention and control initiatives. When she’s not working, Siobhan enjoys staying active at the gym with her husband, curling up with a good book, and spending time with her two young sons.
Helen Labun has been the Executive Director of the Vermont Health Care Association (VHCA) since 2023. Prior to this role, she was Vermont Policy Director at Bi-State Primary Care Association and ran a federally funded strategic planning project on integrating food and food access into health care systems.
